North Carolina Poker Sites

• There are no state licensed online poker sites in North Carolina, and no bill to create them has advanced in the 2025-2026 legislative session.
• North Carolina General Statute 14-292 makes operating or playing a game of chance for money a Class 2 misdemeanor, with exceptions only for Chapter 18C activity and the charitable gaming provisions of Article 37.
• Legal online sports betting launched March 11, 2024, under House Bill 347. It did not include online casino games or poker.

• Live poker is available at two Eastern Band of Cherokee Indians properties. Harrah’s Cherokee runs a 32 table WSOP Poker Room and Harrah’s Cherokee Valley River runs a 10 table room that opened in May 2024.
• Catawba Two Kings Casino near Charlotte opened its permanent introductory casino May 20, 2026. It has slots, live table games and a sportsbook, but no poker room.
• The minimum age is 21 at tribal casinos and for sports betting, and 18 for the state lottery.

No online poker site is licensed to operate in North Carolina, and the state has never authorized one. The honest answer for players is more nuanced than most affiliate pages admit.

North Carolina General Statute 14-292 reads, in relevant part, that except as provided in Chapter 18C or in Part 2 of Article 37, any person or organization that operates any game of chance, or any person who plays at or bets on any game of chance at which money or property is bet, is guilty of a Class 2 misdemeanor. Two details in that sentence matter more than anything else on this page.

First, the statute reaches players, not just operators. Many state gambling laws punish only the person running the game. North Carolina’s does not. Second, the exceptions are narrow. Chapter 18C covers the state lottery and, since 2023, sports wagering. Part 2 of Article 37 covers bingo, raffles and the limited game night provisions. Online poker falls outside both.

North Carolina law does not define “game of chance,” and the state has never enacted a skill versus chance test for poker. Based on how state courts have treated gambling prosecutions, poker is generally understood to fall within the definition rather than outside it.

In practice, enforcement has focused almost entirely on operators, storefront sweepstakes parlors and illegal machine networks. We are not aware of any North Carolina resident being charged for playing poker on an offshore website. That is a description of enforcement history, not a legal guarantee, and it is not the same thing as the activity being legal. Anyone who wants certainty about their own exposure should talk to a North Carolina attorney rather than an affiliate site.

The Core Gambling Statute

Article 37 of Chapter 14 of the General Statutes, titled Lotteries, Gaming, Bingo and Raffles, is where North Carolina gambling law lives. Section 14-292 is the general prohibition. Section 14-293 addresses allowing gambling in houses of public entertainment. Sections 14-304 through 14-309 govern slot machines and gaming devices, and the state’s slot machine law is unusually broad, reaching possession, storage, transport and even giving a machine away.

Penalties

A first gambling offense under the general statute is a misdemeanor. For the operating and machine offenses in the surrounding sections, repeat violations escalate, with a second offense reaching Class H felony territory and a third reaching Class G. The escalation structure is one reason North Carolina is routinely described as having some of the strictest gambling laws in the Southeast.

Home Poker Games

North Carolina has no social gambling exemption. A $20 buy-in kitchen table game among friends is, read literally, covered by the same statute as a commercial operation. Enforcement against genuine home games is very rare, but the exposure exists on paper.

Rep. Mark Willis filed House Bill 424 on March 17, 2025, to fix exactly that. Titled “Gaming Laws/Allow Certain Social Games,” it would create an exception allowing card, board, tile and dice games played for money in a private residence, home or community clubhouse, provided no slot machines are involved and no host takes a rake, admission fee or any payment beyond personal winnings. The bill cleared House Judiciary 1 on a 7-3 vote in April 2025 after debate in which Rep. Dean Arp and John Rustin of the North Carolina Family Policy Council warned that vague drafting could let private businesses run what amount to casinos in clubhouses. A committee substitute was reported favorably April 15, 2025, and the bill was re-referred to House Rules, where it has sat since. It has not passed the House.

Charitable Poker and Game Nights

Session Law 2019-13 created the state’s game night framework, permitting exempt nonprofit organizations that have existed for at least five years, and employers or trade associations with at least 25 employees or members, to hold permitted game night events where prizes are awarded by raffle. The law explicitly excludes slot machines, video gaming machines and electronic sweepstakes machines. It also contains an unusual geographic limitation: the nonprofit game night provisions apply only in areas of the state east of Interstate 26 as that highway was located on Nov. 28, 2011. A game night conducted outside the rules is treated as gambling under 14-292. Charitable poker specifically has produced conflicting guidance from state officials over the years, and organizers should contact the North Carolina Department of Public Safety before running one.

The Sweepstakes Statute

Section 14-306.4 is North Carolina’s anti-sweepstakes-machine law, passed after internet sweepstakes cafes spread across the state in the late 2000s. It bans conducting a sweepstakes through the use of an entertaining display, including entertaining displays that simulate casino games, on an electronic machine or device owned, leased or otherwise possessed by the sweepstakes sponsor or promoter and used by entrants in person.

The statute has survived repeated constitutional challenges. In Hest Technologies v. State in 2012, the North Carolina Supreme Court upheld it against a First Amendment challenge. In Gift Surplus, LLC v. State ex rel. Cooper in 2022, the court again applied the statute, finding that the system at issue violated it because chance predominated in the outcome. Enforcement has been aggressive, with dozens of charges filed against storefront operators in recent years. Critically, courts have applied 14-306.4 to physical terminals in physical locations. They have not extended it to online dual currency platforms accessed from a personal device.

Federal Law

Two federal statutes come up constantly in this conversation and are widely misunderstood.

The Federal Wire Act of 1961 prohibits those engaged in the business of betting from using wire communications to transmit interstate or foreign bets on sporting events. It is aimed at operators, and its scope with respect to non-sports gaming has been the subject of extended litigation.

The Unlawful Internet Gambling Enforcement Act of 2006 does not make it a crime to place a bet. It prohibits gambling businesses from knowingly accepting payments connected to unlawful internet gambling and it directs financial institutions to identify and block those transactions. UIGEA is the reason card deposits to offshore poker sites are frequently declined and the reason cryptocurrency became the default banking method in this market. Neither statute creates a federal crime for an individual North Carolina resident who plays poker online.

Legal Gambling Ages in North Carolina

The Two Networks That Matter

Almost all meaningful United States poker traffic runs through two networks. PaiWangLuo powers Ignition, Bovada and Bodog and is the largest by a clear margin. Chico powers BetOnline, SportsBetting.ag and TigerGaming and is the primary alternative. A third, the Winning Poker Network behind Americas Cardroom, also takes North Carolina players and is known for large tournament guarantees.

Understanding networks matters for practical reasons. Sister skins on the same network share tables, so signing up at both Ignition and Bovada does not give you access to two separate player pools. It gives you two front doors to the same one. It also means a network wide software problem or policy change affects every skin at once.

Traffic and When to Play

North Carolina sits in the Eastern time zone, which is the best possible position for this market. Peak liquidity on both networks falls between roughly 7 p.m. and midnight Eastern, and Sunday evening carries the largest tournament schedules of the week. Low stakes no-limit hold’em cash games run essentially around the clock. Pot-limit Omaha, mixed games and higher stakes fill in only during peak hours, so a player who can only sit down at 2 p.m. on a Tuesday should expect thin selection.

Restricted State Lists

Every offshore operator maintains a list of states it will not accept. North Carolina does not appear on the current lists at Ignition, Bovada or BetOnline. Those lists are not static. They have historically changed after a state gaming regulator sends a cease-and-desist letter, and they change without notice to existing customers. Check the terms page before depositing rather than relying on any affiliate site, including this one, for a real time answer.

What Offshore Actually Means

These operators are incorporated and licensed outside the United States. Ignition operates under Curacao and Anjouan licensing through Lynton Limited. Bovada operates through Harp Media B.V. out of Curacao. BetOnline is licensed and headquartered in Panama. None of them answers to the North Carolina State Lottery Commission, the North Carolina Department of Public Safety or any American gaming regulator.

What That Costs You

The practical consequences are worth stating plainly, because they are the actual difference between an offshore room and a regulated one:

• No state regulator to file a complaint with if a withdrawal is refused or an account is confiscated
• No mandated segregation of player funds, so your balance may not be legally ring-fenced from operating capital
• No independent state audit of the random number generator or the shuffle

Geolocation

Regulated operators in states like New Jersey and Michigan use mandatory geolocation software that confirms you are physically inside state lines before every session. Offshore rooms do not run that check. There is no geofence to be inside of, which is why a North Carolina address registers without incident. Are Offshore Poker Sites Rigged?

The economics argue against deliberate deck manipulation. These rooms make money from rake regardless of who wins the pot, and a proven rigging scandal would end the business overnight. The bigger and better documented risks in offshore poker are not the dealer. They are other players.

Bots are the most credible ongoing concern. Modern solvers can be scripted to play low and mid stakes hold’em at a level that beats recreational fields, and detection depends entirely on the operator’s own security team, since no state regulator is auditing the effort. The 2026 Zamani allegations against Ignition are the highest profile recent example, and Ignition’s anonymous table format complicates the picture: it protects recreational players from being tracked while also removing a tool the community historically used to spot suspicious accounts.

Collusion is the second risk, particularly in tournaments where two accounts can soft-play or chip dump. Operators run pattern detection on hand histories, but again, without external oversight you are trusting the operator to police itself.

Protecting Yourself

• Use a unique password and enable two-factor authentication
• Never play on public Wi-Fi without a trusted connection
• Withdraw regularly rather than keeping a large balance on any offshore site
• Keep your own records of deposits, withdrawals and session results

How the Model Works

Sweepstakes poker uses two virtual currencies. Gold Coins have no redemption value and exist purely for entertainment play. Sweeps Coins are promotional entries that can be played in eligible games and, once subject to a playthrough requirement, redeemed for cash prizes or gift cards. Sweeps Coins are given away rather than sold. They arrive free with Gold Coin purchases, through daily login bonuses and through a mail-in or online alternative method of entry that requires no purchase at all. That free entry route is the legal foundation of the entire model.

Why It Is Available in North Carolina

North Carolina’s sweepstakes statute, 14-306.4, is written around an electronic machine or device owned, leased or otherwise possessed by the sweepstakes sponsor and used by entrants in person. Online dual currency platforms deploy no such hardware inside the state. Players use their own phones and computers. North Carolina courts have applied the statute vigorously to storefront terminals, most notably in Gift Surplus in 2022, but they have not extended it to remote online operators.

North Carolina also stands apart from the wave of sweepstakes bans that swept the country in 2025 and 2026. Indiana enacted a ban effective July 1, 2026. Louisiana, Iowa, New York, California, Montana, Connecticut and others have acted through legislation, regulation or attorney general enforcement. Neighboring Virginia and Maryland had active ban bills in their 2026 sessions. No bill targeting online sweepstakes casinos has been introduced in North Carolina. The state’s main gambling legislation moving in the 2025-2026 session, House Bill 999, addresses physical video gaming terminals, not online sweepstakes platforms.

Global Poker

Global Poker is the longest running sweepstakes poker platform in the United States and is owned by VGW Holdings, the Australian company behind Chumba Casino and LuckyLand Slots. It is available to North Carolina players. Its excluded state list has historically covered Connecticut, Delaware, Idaho, Michigan, Montana, Nevada, New York and Washington. The company withdrew from Canada on Oct. 25, 2025.

The product resembles a conventional poker room more closely than any other sweepstakes offering. It spreads ring games, Sit and Gos and multi-table tournaments in hold’em and Omaha, with recurring weekly tournaments and leaderboard races. Redemption thresholds have generally sat at 10 Sweeps Coins for gift cards and 50 Sweeps Coins for cash, with prizes paid by bank transfer, gift card or similar methods after identity verification. Global Poker runs in a browser rather than a dedicated mobile app. Other sweepstakes and subscription poker options accessible in North Carolina include Clubs Poker, ClubWPT and PokerStars Social, though schedules and prize structures at those platforms are thinner.

Sweepstakes Versus Offshore

Sweepstakes poker gives you a defensible legal footing under a statute the state has not applied to online play, a free entry route and a domestic corporate entity you could theoretically pursue under North Carolina’s unfair and deceptive trade practices law. What you give up is game selection, stake flexibility, traffic depth and speed. Offshore poker gives you deeper games, real currency, higher stakes and faster payouts, with none of the consumer protections and with the legal ambiguity described earlier. The category risk on the sweepstakes side is regulatory: a dozen states have closed to these platforms in roughly 18 months, and any player holding a large Sweeps Coin balance should redeem rather than accumulate.

Harrah’s Cherokee Casino Resort

Located at 777 Casino Drive in Cherokee and owned by the Eastern Band of Cherokee Indians, this is the state’s flagship poker destination. The WSOP Poker Room spreads 32 tables with daily tournaments, a full cash game schedule and a call-ahead waitlist. The room is 21 and over and operates on extended hours, generally from midmorning through the early morning. It has been a WSOP Circuit stop since 2013.

Harrah’s Cherokee Valley River

At 777 Casino Parkway in Murphy, near the state’s southwestern corner, Valley River added a 10 table WSOP Poker Room in May 2024 as part of a $275 million expansion that also brought a 25,000 square foot casino addition, a 1,300 space parking garage and, in early 2025, the 12-story Valley Tower with 296 rooms, a rooftop Gordon Ramsay restaurant and a spa. Texas hold’em is the primary game, with cash games and daily tournaments. Valley River is roughly two hours from Atlanta and two hours from Asheville, and it has become a second Circuit stop for the property group.

WSOP Circuit Schedule

Cherokee is one of the busiest stops on the entire WSOP Circuit calendar. The 2026 schedule at Harrah’s Cherokee includes four separate series: Feb. 12-23, May 7-18, Aug. 6-17 and Nov. 26 through Dec. 7. The February series ran 18 ring events with a $2 million guaranteed prize pool on the no-limit hold’em Main Event, which offered two Day 1 flights on Feb. 20 and Feb. 21. Main Event buy-ins on the 2026 Circuit are $1,700, and every ring winner at Cherokee earns a $5,000 package to the WSOP Circuit Championship at WSOP Paradise. The February slate also featured a $600 Mini-Main with a $1 million guarantee across five starting flights and a seniors event for players 40 and older.

Catawba Two Kings Casino

At 538 Kings Mountain Blvd. in Kings Mountain, about 35 miles west of Charlotte off Interstate 85 at Exit 5, Two Kings is the closest casino to the state’s largest city. It opened in a temporary facility July 1, 2021, and replaced it with the permanent introductory casino on May 20, 2026, with a formal ribbon cutting July 1, 2026. The introductory phase has roughly 1,350 slot machines, 22 live table games, three dozen electronic table games, sports betting kiosks and dining. It does not have a poker room. Three Card Poker and Mississippi Stud are on the floor, but those are house-banked table games, not player-versus-player poker.

Driving Distances

For players in the eastern half of the state, Cherokee is a genuine road trip. That geography is a significant part of why online and sweepstakes options carry so much weight in North Carolina compared with states where a card room sits in every metro area.

The Eastern Band of Cherokee Indians

All live poker in North Carolina exists because of tribal gaming. The Eastern Band of Cherokee Indians operates Harrah’s Cherokee and Harrah’s Cherokee Valley River under the federal Indian Gaming Regulatory Act and a tribal-state compact with North Carolina. The compact is what authorizes Class III gaming, which is the category that covers live table games including poker. General Statute 14-292.2 is the state law provision recognizing that authority on Indian lands.

The Catawba Nation

The Catawba Indian Nation is headquartered in Rock Hill, South Carolina, and is that state’s only federally recognized tribe, but its ancestral territory extends into North Carolina. Its path into Kings Mountain was contested for years, drawing objections from state officials and from the Cherokee, who argued a Charlotte-area casino would cut into their western North Carolina business. The Interior Department placed the land into trust in March 2020, and federal legislation signed in January 2022 settled the remaining questions.

The full Two Kings Casino Resort is a $1.25 billion project targeted for spring 2027, planned at roughly 2.2 million square feet with up to 4,300 slot machines, about 100 live table games, 11 dining outlets and a connected 24-story, 385-room hotel. Employment is expected to grow from about 800 currently to roughly 2,300 at completion. At the July 2026 opening, Catawba Chief Brian Harris said the tribe is already negotiating to build two additional casinos elsewhere in North Carolina, at locations not yet disclosed. Regional competition eased when the Lumbee Tribe voted against its own casino resort proposal.

Why Compacts Have Not Produced Online Poker

In a handful of states, tribal compacts have been amended to authorize statewide online gaming, with servers located on tribal land. Connecticut took that route for online casino games. North Carolina has not, and no amended compact currently contemplates it. Any statewide online poker product would require action by the General Assembly, negotiation with the Eastern Band and almost certainly the Catawba as well, and the tribes have a clear interest in protecting brick-and-mortar revenue.

Where Things Stand

No comprehensive online casino or online poker bill has been introduced and advanced in North Carolina. The last real legalization effort predates the sports betting fight. House Bill 347, which legalized sports wagering in June 2023 and produced the March 11, 2024, launch, deliberately excluded online casino games because including them would have made passage impossible. Legislators and industry representatives held informal conversations about iGaming through late 2025 and early 2026, but nothing has been filed and advanced.

What Is Actually Moving

House Bill 999, “Regulation of Video Gaming Terminals,” filed April 10, 2025, by Reps. Harry Warren and Donnie Loftis, would create a licensed video gaming terminal framework under Chapter 18C administered by the North Carolina State Lottery Commission. It would cap terminals at six per location, require placement at least 1,000 feet from churches and schools, mandate connection to a central monitoring system, prohibit all advertising of the games and set license fees at $150,000 for manufacturers and $250,000 or more for operators. It passed first reading April 14, 2025, was referred to House Rules and has not moved since. It is not an iGaming bill and does not address online poker or online sweepstakes.

The 2026 Budget

Senate Bill 257, the $34 billion budget for fiscal 2025-26, passed the House 88-21 and the Senate 35-10 and was signed by Gov. Josh Stein on July 7, 2026. Its gambling provisions are the most consequential state-level changes in two years:

• The sports betting tax on gross wagering revenue rose from 18% to 23%. The original Senate proposal in April 2025 sought 36%, which failed to gain support.
• A 6% tax was created on the net trading fee revenue of prediction market operators such as Kalshi and Polymarket. North Carolina notably did not create a licensing or regulatory framework for those platforms, only a tax, joining Kentucky and Illinois in taxing the sector.
• An itemized state deduction for gambling losses was created, reversing North Carolina’s previous position as a state that taxed winnings while disallowing loss deductions.
• State revenue officials received new authority to audit individual bettors’ wagering records.
• The University of North Carolina and North Carolina State became eligible to receive sports betting tax proceeds beginning in July 2027, with per-institution payments initially capped at $2.9 million.
• The Major Events, Games and Attractions Fund was capped at $30 million annually, below the $45.3 million projected for fiscal 2026-27.
• Scheduled individual income tax rates were reset to 3.49% for 2027 through 2029, 3.24% for 2030 through 2032 and 2.99% after 2032.

The Case for Legalization

Supporters point to a mature sports betting market. North Carolina posted a $726.2 million handle in March 2026 with $13.7 million in tax, a record $813.9 million in gross gaming revenue reported in December 2025, a $578.1 million handle in May 2026 and a $570.8 million handle in June 2026. Licensed operators contributed more than $133 million in taxes during fiscal 2026 alone at the old 18% rate. North Carolina also structures its tax unusually favorably to the state by including promotional wagering in the taxable base instead of allowing operators to deduct it, which is why its 18% rate collected nearly as much in June 2026 as Pennsylvania’s 36% rate on nearly identical handle. Nationally, regulated online casino play produced $8.4 billion in revenue in 2024, up nearly 29% year over year, in seven states.

The Case Against

Opposition in North Carolina would come from more than one direction. Socially conservative legislators and organizations including the North Carolina Family Policy Council opposed even the modest home games bill. The Eastern Band and the Catawba have strong incentives to protect brick-and-mortar revenue, and the Catawba is in the middle of a $1.25 billion construction project. In other states, resistance to iGaming has come from land-based casino operators and labor groups concerned about cannibalization and job losses. The state’s long enforcement history against sweepstakes cafes also demonstrates an institutional skepticism toward casino-style electronic gaming that does not exist in every state.

Realistic Timeline

No serious online poker or online casino bill is pending. Industry observers generally place a genuine North Carolina iGaming push in 2027 or later, and history suggests it would take multiple sessions. Sports betting itself took years of negotiation before HB 347 passed.

What a Regulated Market Would Look Like

If North Carolina followed the pattern of other states, the framework would probably route licenses through operators already licensed for sports wagering, place regulation with the North Carolina State Lottery Commission, require tribal consultation and set a tax rate benchmarked to the sports betting rate. Poker would arrive as a component of an online casino bill rather than as standalone legislation, because that is how every existing United States market has done it.

The bigger question for poker specifically is liquidity. A ring-fenced North Carolina-only player pool of roughly 11 million residents would struggle to sustain a deep tournament schedule. Nevada, Delaware, New Jersey, Michigan and West Virginia share players through the Multi-State Internet Gaming Agreement, and joining that compact would matter more to the quality of North Carolina online poker than the legalization vote itself. Likely entrants would include WSOP.com, given its existing Cherokee branding relationship, along with PokerStars and BetMGM Poker.

Federal

Gambling winnings are fully taxable as ordinary income and must be reported on your federal return whether or not you receive a Form W-2G. Live poker tournaments generate a W-2G at net winnings of $5,000 or more, and casinos may withhold at 24%. Offshore sites issue no tax forms at all, which does not eliminate the reporting obligation. Federal law allows gambling losses to be deducted up to the amount of winnings if you itemize.

North Carolina

North Carolina taxes individual income at a single flat rate with no brackets. For tax year 2026 the rate is 3.99%, down from 4.25% in 2025 and 4.5% in 2024, under Session Law 2023-134. Under Senate Bill 257 that rate is scheduled to fall to 3.49% for 2027 through 2029.

The important change for poker players is the gambling loss deduction created by Senate Bill 257. Before it, North Carolina taxed gambling winnings while providing no state-level deduction for losses, meaning a break-even player could owe state tax on gross winnings. The new itemized deduction addresses that. Because the provision is new and interacts with itemization rules, confirm the current treatment with a tax professional or the North Carolina Department of Revenue before filing.

Recordkeeping

Keep a session log with dates, sites or venues, buy-ins, cashouts and net results. Save deposit and withdrawal confirmations, tournament receipts and any W-2G forms. Under Senate Bill 257 the state has new authority to audit individual bettors’ wagering records, which raises the value of contemporaneous documentation.

Poker’s skill component makes it easy to rationalize losses as variance. Watch for these signs: chasing losses with larger buy-ins, playing stakes outside your bankroll, hiding time or money spent from family, borrowing to play, and playing to escape stress rather than for enjoyment. Practical Tools

Set deposit, loss and session-time limits inside your account before you play. Use blocking software if self-control tools are not enough. Tribal casinos maintain their own self-exclusion programs, and you can request exclusion at the property. Remember that offshore sites are not connected to any state self-exclusion registry, so exclusion at one site does not restrict access at another.

• Track everything. Between the new state audit authority and the new loss deduction, records are worth more in North Carolina in 2026 than they were a year ago.
