NIAGARA FALLS, N.Y. – Seneca Resorts & Casinos will spend $47 million renovating all 594 hotel rooms and suites at Seneca Niagara Resort & Casino, its first full room overhaul. The tower has gone more than 20 years without one, and the announcement carried no gaming floor work at all.
What The $47 Million Buys
Every renovated room comes apart down to the finishes. Carpet, tile, wall coverings, furniture, fixtures and tubs are all replaced, and the rooms come back in two palettes: earth tones drawn from the Niagara Gorge in the corner suites, river blues in the center suites, with artwork commissioned from Seneca and Seneca-descendant artists. Ten penthouse units refurbished earlier are the only rooms left out.
Crews will take three floors at a time across the tower’s 22 floors, with about a month of work budgeted for each floor. Work starts in October and the last floor is scheduled to come back online in December 2027. At $47 million across 594 keys, the spend works out to about $79,000 a room.
Kevin Nephew, president and chief executive of Seneca Resorts & Casinos, said the finished rooms will be “exquisitely appointed,” the Niagara Gazette reported. He said the company is pressing ahead “regardless of the drop in Canadian visitors, which is something not new for the industry.”
The room job is the largest of several. Seneca also has a $2.6 million renovation running at the Seneca Cafe and a $4.8 million rebuild of the Thunder Mountain Buffet at its Salamanca property.
Ontario Opened The Niagara Market Four Days Earlier
The timing is not incidental. On Aug. 13, Ontario’s interim tourism, culture and gaming minister announced a deal between the Ontario Lottery and Gaming Corp. and MGE Niagara Entertainment Inc. that ends MGE’s exclusivity over the Niagara gaming bundle, CP24 reported. MGE keeps operating Fallsview Casino Resort and Casino Niagara for OLG, but the province will open a procurement later this year to find additional operators for the region.
That sits inside Destination Niagara, the strategy Premier Doug Ford announced in December to roughly double regional visitation, with new casinos, a theme park and an expanded airport attached to it. New casino capacity across the river is a competitive fact Seneca has no vote in. The product on its own side is what it controls.
Seneca runs three casinos in western New York under its compact with the state, floors that carry a meaningful share of what land-based New York gambling sites actually offer while the downstate licensing race plays out.
The Edge Is On The Floor, Not In The Rooms
A hotel room has no house edge. It is a comp lever and a reason to stay overnight, and the money still gets made downstairs, where every game carries a fixed price. That is the part Monday’s announcement did not touch.
New York helps explain why the floor matters so much here. The state has no legal online casino after the 2026 legalization bill died without the governor’s backing, which leaves land-based floors and offshore USA gambling sites as the only real-money options for players in the state. Whatever Seneca charges at its tables, players in western New York have few legal places to shop the price.
New York also mandates no statewide blackjack payout. Commercial and tribal casinos set their own, and the state’s floors run a mix of 3:2 and 6:5 naturals. That distinction is worth more than any carpet.
A player’s chance of being dealt a natural is a property of the deck, about 4.75% of hands, and it does not move when the payout does. What moves is what the house pays for that hand.
Cutting a natural from 3:2 to 6:5 widens the gap between the true odds and the payout by about 1.39 percentage points of house edge. A $25 bettor at 80 hands an hour gives up roughly $28 more per hour on that swing alone, in the same game, from the same seat, in the same renovated building. The identical question sets the price of online blackjack for USA players, where the payout is written into the game’s rules rather than posted on a felt.
What Comes Next
Seneca has not said what its table rules or slot mix will look like when the last floor reopens. OLG launches its Niagara procurement later this year, and Seneca’s first three floors go out of service in October.
